From Seed to Impact:
Honoring Liza Weiss
This month, we celebrate Missouri Appleseed’s Founding Executive Director, Liza Weiss, and thank her for eight years of visionary leadership.
True to our network’s model, Liza planted a small seed of justice and has achieved so much during her tenure as Executive Director of Missouri Appleseed. Under her leadership, Missouri Appleseed has successfully advocated for an astounding eight pieces of legislation that improve the wellbeing of Missouri families affected by poverty and incarceration. Among her proudest achievements: securing access to feminine hygiene products for incarcerated women and helping establish Missouri’s first prison nursery, which officially opened in 2025.

Addressing Phone Rates in Missouri Jails





Stepping into the role as Executive Director is Mary Quandt, who has been Missouri Appleseed’s Director of Public Health Policy for two years. Mary received her bachelor’s degree from the University of Wisconsin-Madison, a Master of Public Health from Washington University in St. Louis, and a law degree from St. Louis University School of Law. Before Missouri Appleseed, Mary served in the Peace Corps as a health educator and worked with various public health nonprofits. She is excited to lead Missouri Appleseed in its next chapter!
EDUCATION: MEDICAID & INCARCERATION CONFERENCE
Too many Missourians leave jail without healthcare coverage—despite being eligible for Medicaid. This gap increases the risk of illness, relapse, and reincarceration. Missouri Appleseed is working with sheriffs, counties, and MO HealthNet to close that gap through key initiatives like pre-release enrollment, expanded youth coverage, and Missouri’s Section 1115 Reentry Waiver. At our upcoming Convening, we’ll bring together sheriffs, policymakers, healthcare providers, and advocates to collaborate on real, lasting solutions.

PARTNER SPOTLIGHT: MISSOURI MATERNAL HEALTH ACTION NETWORK
The Missouri Maternal Health Action Network (MMHAN) is committed to developing a sustainable statewide infrastructure that coordinates, strengthens, and supports services that improve behavioral health outcomes for mothers, children, and families affected by perinatal substance use. Missouri Appleseed is excited to partner with MMHAN to promote the wellbeing and legal rights of Missouri families facing substance use issues and treatment.
Join us at the Missouri Maternal Health Action Network’s 3rd Annual Summit, where Missouri Appleseed will be on a panel to discuss the legal aspects of maternal substance use.
