A Season of Gratitude
With Thanksgiving approaching, we’re thankful that our work is helping families stay close—from mothers bonding with their babies in the prison nursery to families able to make affordable phone calls to their loved ones in Missouri jails. These connections reflect something deeper: the impact of choosing common ground over division. We’re grateful for our partners and the bipartisan collaboration that continues to grow lasting change for Missouri families.
Family Bonds: Missouri’s Prison Nursery
Established through bipartisan legislation in 2022 and opening in January 2025, Missouri’s prison nursery at the Women’s Eastern Reception, Diagnostic & Correctional Center (WERDCC) in Vandalia allows eligible mothers to care for their newborns during the final months of their sentences. The program fosters bonding, teaches parenting and life skills, and provides trauma therapy and reentry support, all with the goal of reducing recidivism, giving children a healthy, family-focused start, and keeping them out of the child welfare system. We remain grateful for all who made the nursery possible, and especially for the dedicated staff who bring the program to life every day.

BOARD MEMBER SPOTLIGHT: BRANDON HALL
Missouri Appleseed is proud to spotlight our Board President, Brandon Hall, who was recently featured in Super Lawyers for his unique path to becoming a health care and employee benefits attorney at Husch Blackwell. Brandon’s journey, from early work in government relations to medical device sales to ultimately pursuing health law, reflects his deep commitment to helping people and improving systems. Today, he practices law and co-teaches Health Law, Policy, and Advocacy at SLU Law alongside Missouri Appleseed’s Executive Director, Mary Quandt. In the class, he guides students in supporting real legislation, including bills that passed last session, through work with Missouri Appleseed. As we head into Thanksgiving, we are especially grateful for Brandon’s leadership, expertise, and dedication to advancing health and justice for Missouri families.

RESEARCH MENTAL HEALTH NEEDS IN MISSOURI JAILS
Recent reporting highlights the growing backlog in the Department of Mental Health’s competency restoration waitlist, with 489 people waiting for a DMH bed, and many spending years in county jails that aren’t equipped to meet their mental health needs. Part 1 of Missouri Appleseed’s research into Mental Health Needs in Jails, conducted with the Missouri Sheriffs’ Association and the Missouri Association of Counties, confirms what jail leaders see every day: facilities are stretched beyond capacity, caring for residents with severe mental illness and substance use disorders without sufficient resources. Leaders emphasize the need for improved facilities, more medical staff and training, and expanded Medicaid enrollment to support reentry. Overall, the survey findings underscore urgent systemic gaps and the need for statewide investment and policy reform in mental health services.

Common Ground, Uncommon Progress
This year, Missouri Appleseed brought together unlikely partners, lawmakers, advocates, and agencies, to turn collaboration into lasting change for families across the state. From miles traveled to countless counties visited, to long-fought legislative wins, we’ve made progress both literally and figuratively. With your support, we can continue to convene partners, fund CLE programs, champion new legislation, and improve outcomes for incarcerated individuals and their families.
